Thanks, Bruce. The only 2 things this can be are the ECM that tells the fan module what to do and the cooling fan control module. Since removing the fuse for this fan module stops the issue. That points to a faulty fan module, not the ECM. Thank you for seeking us for help, I hope I provided what was needed.
