The condi damage itself doesn't really shine without condi duration/expertise, but you are losing a significant portion of your damage by not dipping into power/crits. Pistol pistol is very good for open world, it’s got very high single target damage. The only caveat is that you need to make sure you always have a clear shot at your target as other enemies can intercept you bullets. Pistol pistol + short bow for damage and mobility.
